This Compliance page explains how Total Over defines its product scope, legal operator details and product safeguards. It is intended for users, partners, app stores, advertising networks, payment/account providers and internal reviewers who need to understand that Total Over is a football statistics and analytics service, not a gambling or betting service.
What Total Over is, in one line.Total Over is an online football statistics and analytics application. Everything the product does — live scores, league tables, xG, Player Ratings, expected line-ups, team, player, match, coach, referee and venue data — is the presentation and analysis of football information. A free fantasy football layer is planned on top of this same statistical foundation. It is an optional, no-cost feature built from the data the application already holds, and it does not change what Total Over fundamentally is: a statistics and analytics tool, not a gambling, betting or gaming service.
The statistics and analytics layer is the product. The fantasy layer is a free feature on top of it. Neither layer involves money in, money out, stakes, wagers, prizes or anything of redeemable value. This separation is deliberate, and the safeguards in this document are designed to keep it intact as the product develops.

Total Over is operated by PERF ADS - FZCO and must remain within the licensed activities set out in the table above unless the company obtains written confirmation, or an additional licensed activity, from the relevant authority. Total Over holds no commercial gaming licence from the General Commercial Gaming Regulatory Authority (GCGRA) and does not require one, because it operates no gambling, betting, lottery, casino, sportsbook, sweepstakes or paid-fantasy product. Total Over has no plans to introduce paid entry, prizes, redeemable value, betting links, odds comparison or promotion of gambling operators. If any such change were ever proposed, it would fall outside the current product scope and could not launch without separate legal review and, where applicable, regulatory approval.
Total Over has two layers, and both sit firmly inside a statistics and analytics product:
Primary layer — statistics and analytics. This is the core product: live scores, league tables, fixtures, xG and the full xG family, Player Ratings, expected line-ups, form, trends and the player, team, match, coach, referee and venue pages built from them.
Optional layer — free fantasy football. A planned, no-cost feature built on top of the same statistics. It uses points and leaderboards only, with no entry fee, stake, wager, prize, reward or redeemable value. The fantasy layer is an extension of the analytics product, not a separate gaming or contest product.
Within those two layers, the product scope is limited to the following:
· Football statistics and live-score pages.
· Player, team, league, coach, referee, venue, fixture and competition pages.
· Football analytics such as xG, Player Ratings, form, standings, line-ups, injuries, match trends and performance tables.
· Model-based match-outcome probabilities (such as the likelihood of a home win, draw or away win, the likelihood of both teams scoring, and expected total-goals ranges), presented only as statistical football and fantasy analytics — never as betting odds, value bets or betting advice.
· Free fantasy football features, where available, using points and leaderboards only.
· Free community leaderboards based on statistical predictions, where available, with no entry fee, stake, wager, prize, reward, pooled funds or redeemable value of any kind.
The platform must remain free of any product flow that enables users to stake, bet, deposit, withdraw, purchase contest entry or receive value based on match outcomes or fantasy leaderboard performance.
Total Over has no connection to gambling of any kind. It is an online football statistics and analytics application. It is not, and is not affiliated with, owned by, operated by, partnered with or marketed for, any bookmaker, betting operator, sportsbook, casino, lottery, sweepstakes or commercial gaming business. It carries no betting, casino or gambling content, no bookmaker odds, no betting affiliate links and no gambling advertising or promotion. The free fantasy football layer does not change this: it is a statistics feature with no money in, no money out, no stake, no entry fee and no prize.
Total Over is not a gambling, betting, casino, lottery, sportsbook, sweepstakes or commercial gaming service. It does not operate or promote any product where money, cash equivalents, digital assets, coupons, gift cards, physical prizes or other valuable items are staked, risked or awarded based on chance, match outcomes, fantasy rankings or prediction accuracy.
The platform does not accept, process, transmit, facilitate, settle or promote bets. It does not provide bookmaker registration, bet placement, free-bet claims, casino bonus claims, sportsbook deposits, odds comparison, best-odds tables or gambling affiliate links.
This applies to every part of Total Over. The free fantasy football layer is a statistics-driven feature, not a contest for value: it adds points and leaderboards to data the application already holds, and introduces no stake, entry fee, prize, reward or redeemable value of any kind. Because no money, chance-based wager or thing of value changes hands anywhere in the product, Total Over does not fall within commercial gaming, gambling, betting, lottery, sweepstakes or paid-fantasy activity.
Gambling and betting laws differ between countries, but the legal tests share a common structure. In the jurisdictions Total Over serves or plans to serve — including the United Kingdom, European Union member states, the United States, Canada, the United Arab Emirates and Latin American markets — a product is generally classified as gambling, betting, gaming or a lottery only where a combination of three elements is present: a stake or paid consideration, an outcome influenced by chance, and a prize or other thing of value.
Total Over is designed so that two of these elements are absent everywhere, in every market and every feature. There is no stake, payment, deposit or paid participation of any kind, and there is no prize, reward or redeemable value of any kind. This design rule is global and is not varied by country, campaign or feature. It keeps the statistics layer and the free fantasy layer outside the definitions of gambling, betting, pool betting, gaming, lottery and sweepstakes in each market the platform addresses.
Three additional jurisdiction-driven design rules apply on top of the no-stake, no-prize baseline. First, fantasy recognition must never be funded by, scale with or depend on the number of participants, because pool-dependent prizes are a recognised trigger for pool-betting regulation. Second, the product must not offer player-versus-platform prediction contests (pick’em-style mechanics) or sweepstakes, prize-draw, random-reward or dual-currency mechanics, because several regulators treat these as betting or gambling products even where they are presented as games. Third, because some markets prohibit gambling advertising entirely, the platform-wide ban on betting and casino advertising, affiliation and promotion in this document is deliberately calibrated to the strictest jurisdictions, so no geo-targeted exceptions are made anywhere.
Any fantasy football feature on Total Over must follow all safeguards below:
| Safeguard | Required rule |
|---|---|
| Free entry only | No payment, purchase, subscription, stake, deposit or paid contest entry is required or accepted. |
| No prizes | No cash, gift card, token, NFT, coupon, merchandise, physical prize, travel prize, account credit or other redeemable value is offered. |
| No cash value | Fantasy points, rankings, badges and leaderboard positions have no monetary, material or redeemable value. |
| No withdrawal | Users cannot withdraw, transfer, sell, exchange or redeem fantasy points. |
| No wallet | No internal wallet, balance, credit, chip, coin, token or equivalent stored-value system is used. |
| No paid advantage | Premium analytics, if ever introduced, must not create paid contest entry, paid ranking advantage or a chance to win value. |
| Transparent scoring | Scoring rules must be publicly documented and based on football data and simple calculations. |
| No gambling CTAs | Fantasy pages must not include bet, wager, odds, sportsbook, casino, bonus, free-bet, deposit or claim-offer calls to action. |
| No pool-dependent recognition | Leaderboard recognition must never be funded by, scale with or depend on the number of participants. Pool-dependent value is a recognised trigger for pool-betting regulation. |
| No versus-platform contests | No player-versus-platform prediction or pick’em-style mechanics, in any paid or free form, because regulators in several markets treat these as betting products. |
| No sweepstakes or random rewards | No sweepstakes, prize draws, random rewards, loot-box mechanics or dual-currency systems. Several markets treat sweepstakes-style mechanics as gambling even where entry is free. |
Total Over may display probability-style football analytics, such as Team A win probability, draw probability and Team B win probability, only as match context for football analysis and fantasy decision-making.
When probability analytics are used, the public interface must follow these rules:
· Display probabilities as percentages or index values, not as decimal, fractional or moneyline odds.
· Do not display bookmaker names, bookmaker logos, sportsbook brands, operator rankings or odds-comparison tables.
· Do not label the feature as betting odds, best odds, value bet, betting prediction, tip, accumulator, parlay or sportsbook recommendation.
· Do not include buttons or links such as Bet Now, Place Bet, Claim Bonus, Open Account, Get Free Bet or similar calls to action.
· Use neutral labels such as Match Probability, Modelled Probability, Team Win Probability, Fantasy Fixture Outlook, Attacking Potential or Clean Sheet Outlook.
· Include a visible disclaimer near the feature where appropriate: Probability analytics are for football and fantasy context only and are not betting advice.
· Never state or imply that probability analytics, predictions or recommendations improve, increase or guarantee anyone’s chances of winning a bet, prize or wager. Several jurisdictions treat such claims as a deceptive commercial practice, and they are prohibited in all Total Over copy, marketing and interfaces.
| Allowed label | Avoid / do not use |
|---|---|
| Team Win Probability | Best odds |
| Match Probability | Bet prediction |
| Fantasy Fixture Outlook | Value bet |
| Clean Sheet Outlook | Bookmaker odds |
| Attacking Potential | Place bet |
| Modelled Probability | Sportsbook recommendation |
Total Over must not operate as a bookmaker discovery, odds comparison or gambling affiliate product. The following are outside the current product scope:
· Bookmaker logos, sportsbook brand tables or casino operator lists.
· Raw odds feeds shown to users as betting markets.
· Value bets, betting-value signals or any output that compares a probability against a bookmaker price. The data feed Total Over uses can supply a “value bet” output; Total Over does not ingest, display, derive from or link to it, and it is excluded from the product entirely.
· Best-odds, odds-comparison, arbitrage, value-bet, surebet or bookmaker-ranking pages.
· Affiliate links, tracking links, referral links, promo codes, coupon codes, bonus codes, free-bet offers or deposit offers for gambling brands.
· CPA, CPL, revenue-share, hybrid or any other performance-marketing campaign for betting, casino, lottery, sportsbook or gambling-affiliate operators.
· SEO landing pages targeting casino, betting, sportsbook, bookmaker, free bet, odds, tipster, accumulator, parlay, casino bonus or similar gambling-intent queries.
Total Over may use general digital analytics, content, sponsorship and non-gambling advertising infrastructure. To preserve the non-gambling product boundary, the following restrictions apply:
| Advertising category | Status |
|---|---|
| Sports equipment, football media, data tools, apparel, software or general consumer brands | Potentially allowed, subject to normal brand and content review. |
| Bookmakers, casinos, lotteries, sportsbooks, gambling affiliates, odds-comparison services and betting tipsters | Not allowed under the current product scope. |
| Affiliate links or tracking for betting/casino brands | Not allowed. |
| Free-bet, casino-bonus, deposit-bonus or gambling-promo creative | Not allowed. |
| General sponsorship | Allowed only if it does not create gambling promotion, prize/reward mechanics or betting calls to action. |
Total Over must not be marketed in any jurisdiction as a betting, gambling, sportsbook, casino, odds, tipster or wagering product. UAE/MENA-specific betting or gambling targeting is outside the product scope.
These advertising restrictions apply globally, without geo-targeted exceptions. The ban is deliberately calibrated to the strictest jurisdictions the platform may reach: some markets prohibit all gambling advertising outright (for example Italy under the Dignity Decree), some criminalise the promotion of betting (for example Türkiye), and the UAE permits gambling advertising only with regulatory authorisation that Total Over does not hold and does not seek. Applying a single global rule removes the risk of an advertising configuration error in any individual market.
If Total Over offers user accounts, saved teams, fantasy squads, predictions, comments, notifications or personalised analytics, the platform should follow privacy-by-design principles:
· Collect only personal data needed to operate accounts, security, analytics, notifications and user preferences.
· Publish a Privacy Policy and Cookie Policy covering account data, IP address, device data, analytics cookies, notifications and any location-based functionality if used.
· Document the data provider relationship and explain which football data comes from the third-party provider.
· Apply role-based access controls, security logging and reasonable retention limits for personal data.
· If EU/UK users are served, review GDPR/UK GDPR requirements separately from UAE compliance.
· If UAE residents are intentionally served or personal data is processed in the UAE context, review UAE PDPL compliance separately with counsel.
If Total Over enables comments, forums, chat, social feeds, community predictions or user profile text, moderation controls must prevent the platform from becoming a gambling-promotion channel.
· Block or review user posts containing betting links, casino links, sportsbook referral links, promo codes, free-bet claims or illegal streams.
· Prohibit users from selling picks, tips, paid groups, betting subscriptions or gambling signals through Total Over pages.
· Add Terms of Use rules against gambling promotion, illegal content, misleading financial claims and spam.
· Keep an escalation workflow for removing prohibited content quickly.
· Restrict or review automated posting, external links and repeated promotional messages from new accounts.
The following changes must be treated as high-risk and require legal review before release:
| Change | Why it requires review |
|---|---|
| Adding prizes, rewards, coupons, gift cards, tokens, NFTs or merchandise to fantasy or prediction leaderboards | Could create prize-promotion, gaming or commercial gaming risk even if entry remains free. |
| Introducing paid fantasy contests, paid leagues, paid ranking entry or paid challenge mechanics | Could create gambling, paid fantasy, consumer-protection or licensing risk. |
| Showing raw odds, bookmaker names, bookmaker logos or odds-comparison tables | Could make the product look like a betting or sportsbook-adjacent service. |
| Adding bookmaker/casino affiliate links or promo codes | Could create gambling-promotion and facilitation risk. |
| Launching UAE/MENA betting-intent marketing campaigns | Outside the current product scope and high-risk for a UAE entity. |
| Changing probability labels to betting labels | Copy can alter the regulatory perception of the feature. |
| Allowing user-generated betting links or paid tips | Could turn community features into gambling promotion. |
| Adding wallets, tokens, credits, virtual currency or redeemable badges | Could create stored-value or reward mechanics that need separate review. |
| Adding sweepstakes, prize draws, random rewards or player-versus-platform (pick’em-style) prediction contests | Regulators in several markets classify these as betting or gambling even where entry is free. |
| Linking fantasy recognition or rewards to the number of participants | Pool-dependent value is a recognised trigger for pool-betting regulation. |
Before any high-risk change is approved, the product team must document the change, review the applicable jurisdiction, update Terms/Privacy/Compliance pages if needed and obtain written legal approval.
The following disclaimers must appear in the Terms of Use and, where appropriate, near fantasy/probability features:
· Total Over is a football statistics and analytics platform. It is not a gambling, betting, casino, lottery, sportsbook, sweepstakes or commercial gaming service.
